Commissioner for Human Rights Gil-Robles alludes clearly, in the recommendations section of the report, to the French governments policy of ignoring the need to ensure that prisoners are detained at facilities that enable them to maintain links with their family and community.
He says the French government should;
"Make every effort to ensure that finally sentenced persons are held close to their homes to help maintain links; Extend the system of family living units to all prisons."
However the French government is well aware of this human rights objective which is clearly set out in European Prison Rules published by the Council of Europe Committee on the Prevention of Torture.
The Celtic League, during the past five years, has repeatedly cited this principle when expressing concern at the protracted detention of Breton political prisoners away from trheir families at facilities outside Brittany."

The Glenmor Centre in Karaez (Carhaix), Brittany, was packed over the weekend for the Breton Assises hosted by the Breton Cultural Council and the Breton Cultural Institute with representatives from Breton civil society including various language NGOs and political parties. The Assises act as a forum for debate over the continuing threats posed by the French state to Breton language and culture, as well discussing reunification and autonomy issues.
Yves Lainé presented the report outlining the way forward with additional comments from Cultural Council President Patrick Malrieu and EBLUL France President Tangi Louarn. The report calls on the French government to take heed of the EU’s recommendation that the French state ratifies the Council of Europe’s Framework Convention for the Protection of National Minorituies and the European Charter for Regional of Minority Languages (ECRML). Mr Malrieu and various NGOs condemned the constant blockages to Breton language bilingual education from the French state.
Sunday featured guests from Catalonia, the Basque government, European Parliament Intergroup leader Dr Csaba Tabajdi, and Mr Yann Ber Thomin from the Breton regional government.
Eurolang asked Mr Tabjadi, considering the serious situation that the Breton language faces, whether the EU, particularly the EP, could do more to intervene on its behalf. Mr Tabajdi underlined the lack of power that the EU has to intervene in a member state’s internal policies. However, he did outline that the EP would be conducting a campaign for meaningful linguistic diversity across Europe. He added that France “diminished itself” when on the one hand arguing for more French usage while at the same time taking measures to eradicate its regional and stateless languages
Considering the forthcoming French elections in 2007 and following discussion about effective lobbying at the University of Youth earlier, Eurolang asked Mr Thomin about what he and Regional President, Mr Le Drian, as socialist party representatives plan to do to get Breton issues onto the political agenda.

Mr Thomin described how the socialist party in the Breton region (of 4 departments) had formed a group called BREIS run by Bernard Poignant MEP. Mr Thomin said that the group is seeking to put three main points on the socialist agenda. Firstly, the ratification of the ECRML which would need a modification of the Constitution. Secondly, specific language legislation to protect and promote France’s ‘regional’ languages. Thirdly, the transfer of the language and culture remit to the regions.
EBLUL France with representatives from Brittany, Occitania, north Catalonia, north Basque Country, and the Alsace will meet the European Parliament Intergroup for regional languages in Strasbourg next Thursday, 18th May. (Eurolang 2006)

History of Skoazell Vreizh :
In 1969, following the repression against Breton militants by the French state, the need was felt to create an organization to aid imprisoned Bretons and their families. Thus was born SKOAZELL VREIZH. The first office was set up by Gwenc'hlan Le Scouezec, writer, Xavier Grall, journalist, and Yann Choucq, by then a law student. The association was declared as conforming to the law (see the Journal Officiel of January 24, 1969).
Each time we are needed, Skoazell Vreizh intervenes. We have done so for many years, when the militants of the FLB (Brittany Liberation Front) and the ARB (Breton Revolutionary Army) were arrested and jailed – When members of Skol an Emsav (School of the Breton Movement) « checks in Breton » and of Stourm ar Brezhoneg (Fight for the Breton Language) « Breton added to signs » were prosecuted – When members of the MIB movement « Militants de l'Insoumission Bretonne » (French army Breton absentees) were jailed – When the militants of the Nantes region were prosecuted for having protested against the shameful propaganda about the so-called « Pays de Loire », and more recently, from 1992 to 1996 – When the Breton militants were prosecuted for having sheltered or even having been suspected of having sheltered Basque militants.

Bretons are calling on all the peoples of Europe for support as they demonstrate for the survival of their language and culture on Saturday 3rd June in Rennes.
All of Breton civil society as well as the autonomist political parties such as the UDB and Parti Breton are rallying for support. Outside of Brittany the European Parliament national minority Intergroup has proposed that the EU intervene on behalf of the ‘regional’ languages in France because of the situation of endangerment that languages such as Breton now face. Also, Flemish leftist MPs, a Minister from the Isle of Man, the Celtic League, and the Cornish news website, an Buro, have called for support.
The demonstration comes at a critical moment for what was, in the early 20th century, the most widely spoken Celtic language. The vast majority of its estimated 270,000 speakers are over 60 following a breakdown in intergenerational language transmission after WWII and the eradication of the use of Breton in virtually all domains of public life subsequent to State intolerance and ensuing policy towards the linguistic diversity within its territories.
Today, only 2% of the schoolchildren are taught through the medium of Breton by varying methods. Despite huge parental demand the state has acted to ensure, through a Conseil d’Etat decision, that little public money goes into developing Breton medium education.
The demo will also be addressing the issue of reunification with the department of Loire Atlantique, greater regional autonomy, and development of the Gallo language.
Eurolang fully backs the demonstration and we call upon our readers to show their support by attending the demo, by writing letters of support to the organisers, and by writing to your French embassy demanding that France ratifies the European Charter for Regional or Minority Languages and the Framework Convention for the Protection of National Minorities and gives full public provision for the regeneration of all of its ‘regional’ languages.

Around 10,000 demonstrators marched through the streets of Rennes, Brittany on Saturday calling for Breton language rights, greater powers for the region, and reunification with Loire-Atlantique.
The demonstration, organised by the Breton Cultural Council, was led through the streets by a cross party group of Breton politicians including autonomists, Greens and Socialists behind a banner "Lakaomp hor sevenadur da vleunian e Breizh/ Vivre et décider notre culture en Bretagne". They were joined by the Breton-medium bilingual schools organisations, Diwan, Dihun and Diw Yezh, the NGO for reunification, Bretagne Réunie –CUAB, as well as representatives from Occitania.
Cultural Council President Patrick Malrieu in his speech fiercely criticised the French state: "On all of these issues the population and their representatives, both departmental and regional, say the same thing. In opposition, there is the State. We run up against a wall of incomprehension, an absolute centralized system, which is completely deaf to the requests of the population and of local councillors”. He added that the present situation is a "denial of democracy" and called for a proper transfer of competences to a reunified Brittany.
President of the Breton region, Jean-Yves le Drian, pleased many demonstrators by proposing a private bill for the Parliament in Paris on a coherent cultural policy for Brittany.
A basic problem remains in that Breton, Occitan, Catala, Corsican, Basque, and Gallo are not recognised in the French constitution. However, many see the forthcoming French elections in 2007 as a means to vent their anger and achieve language rights and meaningful autonomy.
A 2001 opinion poll indicated that 92% of Bretons are in favour of Breton language regeneration. Recently the European Parliament Intergroup for lesser used languages and national minorities called on the EU to intervene to support the 'regional' languages in France. (Eurolang 2006)

How about they take the Gwen ha du of Brittany but colour in some of the stripes red or have the two lions of the Dukes of Normandy instead of the hermins.
Then they could search for the last celtic speakers to have existed in Normandy and play that up to.
Of course they will need a celtic saint but i am sure they can find one in Breizh.
What they must do is play down the Norse and vulgar latin influence in Normandy at all costs.
Then why not unite Brittany and Normandy into the West France region, i am sure the local media sources for west France will help.

Have noticed quite a few towns twinned with towns in Ireland, and one twinned with a town in Galicia.
Would be good to twin a town there with one in Kernow - anyone know how to go about this ?
Also saw a marvellous display set up in a supermarket near Rostrenen promoting school and college courses in the Breton language.
Very encouraging, especially the intention of the promotion to encourage children and young adults to learn.
To quote the graffiti on every roadside electricity substation - "BZH Libre" !

Just found out that the small town of Pleyber Christ is twinned with Lostwithiel. But the signs as you enter town only show a union flag next to the name Lostwithiel, nothing at all to indicate it is a place with strong connections to Brittany.
Does anyone know the Cornish still exist ?

Equally the Parti Breton (centre) and the Movement Democrat MoDem (bit like the LibDems) have formed agreements in various localities.
Finally the Union Democratic Bretonne, as usual, is working alongside the Parti Socialist (the majority leftist party in France) and the Greens.
It would be a bit like MK working with Nu Labour for the elections to the Unitary Council or District Councils.
