It is either a hyperbolic conspiracy or no conspiracy, I see no room for anything in the middle. Incidentally, I don't feel the same degree of certainty about "cornish conspiracy"; it could be smaller and less discoverable than the lower bounds of possibility for 911 Conspiracies. Its more likely that there is a small Cornish conspiracy than a big world order conspiracy.
