In which case you've simply hypothesised out of context with the point. Cornwall could get a high speed rail link. So far there is no choice between that and something else, be it a new limo for David Whalley or a new fleet of buses etc.
Likewise, Network Rail haven't indicated any new local services for Cornwall.
They just announced they are considering building a new high speed rail link. Why do you insist on making distractive assumptions?
