I agree that the words 'onan hag oll' must stay with the coat of arms or logo and it would be more relevant with a unity authority too.
How about the inclusion of the word National in the new authority's name, 'The National Council for Cornwall', implying that it is one stage before an 'Assembly'. The preposition for would keep the cool among the anti-Cornish as might be a British Council for the purpose of governing Cornwall. However, the Cornish equivalent could be 'Konsel Kenedhlek Kernow' (Not sure what that is in SWF). This would follow the same pattern that is happening in Wales with the National Assembly for Wales, whilst the Welsh version of the name uses the genitive construction "Cynulliad Cenedlaethol Cymru'.
