A child born in Ireland after 01 January 2005, neither of whose parents was an Irish citizen, will not be an Irish citizen unless one of the parents was lawfully resident in Ireland for at least three out of the four years preceding the child's birth.
Yes this is a result of the Irish citizenship referendum in June, 2004 when the people of Ireland voted to change the law on citizenship. Following the Irish Government published the proposed new legislation on citizenship in September 2004 and as you say the new law came into effect at the start of 2005. The Irish have never accepted any sort of immigration whilst they cheefully go into other people's lands. Lets remember Vortigern invited the Saxons to repel Irish pirates who were then raiding western Britain along with the Picts from the north. The irish really shouldn't complain.
This law is to stop all the immigrants from the middle east Turkey etc from getting a toe hold in Ireland. Smart move on their part if they want to avoid the coming European civil war and protect their culture.
