Actually strike that - looking at your Dad's shirt the light source is coming from his top right which means theoretically it could be east coast.

There are no piers in Cornwall like this, Looking at it the light seems to be behind which suggests its a south coast pier, don't think it's devonian which suggests maybe Dorset, Hampshire or Sussex.

Nursery education is not compulsory so is not directly funded by the state. Anyone can set up a nursery as long as it conforms to Ofsted guidelines. Having a low-wage economy is no excuse for low paid councillors. A fair wage for full-time councillors should be the same as the average salary in Cornwall.
