That's because Cornwall has no real recognition or devolved government that can deal with language issues. In Scotland, Wales and the Six Counties it's the devolved administrations that have responsibility, more or less, for their respective languages. Apparently it created some panic when an English cultural body woke up and realised it had responsibility for a minority language with respect to a Council of Europe charter.
