IRELAND: PROTEST OVER FEMALE DETAINED IN MAGHABERRY
The Celtic League has written to the Northern Ireland Justice Minister asking why a female prisoner is detained in the all male Maghaberry Prison (see below):
"Mr David Ford MLA
Minister of Justice
Northern Ireland Prison Service
We are concerned that recently a female prisoner (Ms Marian Price) has been placed in the all male prison at Maghaberry.
You will be aware that the United Nations Standard Minimum Rules for the Treatment of Prisoners adopted by the First United Nations Congress on the Prevention of Crime and the Treatment of Offenders, held at Geneva in 1955, and approved by the Economic and Social Council by its resolutions 663 C (XXIV) of 31 July 1957 and 2076 (LXII) of 13 May 1977 is clear about the need for separation of between male and female detained persons.
Section 8 of the `minimum rules' makes it clear that men and women should be kept in separate institutions. This is a principle also stressed by the European prison monitoring body, the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT).
It is most unsatisfactory that a female remand prisoner has been detained in a prison designed to house males and which (as far as we are aware) has no dedicated facilities for the detention of female prisoners.
We will be raising the issue with both the appropriate UN bodies and the CPT but prior to doing so would welcome an explanation from the Department of Justice as to why this unfortunate situation has arisen.
